Quotas in private sector...

I becoming incresingly sick of this quotas. 49% quotas in education and now this !!!!!
What is government trying to do here. On one side the politicains are filling up their coffers by privatising every other thing that comes their way and on the other, they want to reach "amicably" to a "formula" for quotas in private owned entities. We have seen what has happened to almost all the state owned entities, they are either bankrupt or running in huge debts (this is not entirely becuase of quotas though)

I don't understand one simple thing that why dosen't Government allot quotas on the basis of financial standing of people rather than on castes ???
A point raised by government was that most of the people from backward classes are broke and the only way they can be uplifted socially and economically is by bringing quotas.

From 67% people [that is the lump sum number of percentage of people from backward classes in Maharashtra - (courtsey - Outlook Express)] let us assume that 40% are financially backward and off the rest 33% (upper class people) 10% are financially backward - presuming on a wrong notion that upper class people are not broke!

I say let there be quotas not 49% but 60%, but on basis of financial status of applicants and let "PEOPLE" be uplifted socially and financially......
