Teach a Man to fish, the guy fishes and gets loans from banks and creates his own fishing fleet. Makes huge money and then goes public. The stock prices fall and the guy fires half his fishing staff and declares bankruptcy and govt. funds him to stay afloat.The guy is two times richer now than he was when fishing, while simultaneously lamenting about debt and restructuring, utilization of resources and problems faced from developing nations to his great fishing business and the land of opportunity  - America.

Teach a Man to fish. No wait, take bribe to teach him and teach only half of the fishing technique. When the student is frustrated, ask him to join private tutions so that he can fish better. The student does. Now teach him the other half as well. Then while he is fishing, tell him he has broken a dozen laws and then take bribe from him again. While he is trying to sell fish, tell him he is hawking and is not adhering to FDA standards and then take bribe from him. When he has made some money, tax him. Then create enviornmental mumbo jumbo and bring a stay order on his fishing and then see to it that the man never fishes anywhere again. Then seek his vote after convincing him that what the other party has done to his life is really sad and his life is about to change soon, provided he did not vote the other party. Throw in a bit of religion and caste gibberish. Once the other party has lost. Repeat the entire process again after telling him that the teaching he received for fishing was entirely illegal, unethical and immoral and if he wishes to fish again, he will have to start again with the "learn fishing coaching classes started by the new fisheries minister". - INDIA.

Moral of the Story - Leave the fucking fish alone. THE PROBLEM IS NOT WITH FISHING.
